Dial-A-Ride provides Moscow residents with an affordable way to reach in-town locations of their choosing. Passengers are picked up at their home and dropped off at the curb of their destination. Door-to-door service is available upon request.

Dial-A-Ride is available to ALL members of the community! We also serve individuals covered by the Americans with Disabilities Act (ADA), including passengers using wheelchairs and mobility scooters. 

Members of the general public may request transit using Dial-A-Ride. Non-ADA passengers are accommodated only if space is available, and then on a first-come, first-served basis. Because the service is in high demand, reservations for non-ADA passengers are subject to revision or cancellation the day prior.

Dial-A-Ride is a shared-ride service. It transports multiple passengers to their destinations at the same time. The bus may make several stops before reaching each rider’s destination.

Medicaid Transportation

SMART Transit accepts Idaho Medicaid for eligible rides. 

Rules & Reservations

Office/reservation hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. Rides must be scheduled in advance, no later than 5:00 p.m. the day before your trip. Same-day trips are not accommodated. A voice message may be left on weekends and holidays until 5:00 p.m. the day before your trip for ADA approved passengers only. 

Changes and Cancellations 

If your schedule, pickup location, or destination changes, you may be able to adjust your reservation before your trip. Call to inquire as soon as you are aware of a change. 

Because the service addresses the needs of many people at once, changes cannot always be accommodated. 

How to cancel

You may cancel a reservation by phone or voice message. Call least 15 minutes ahead of your scheduled pickup time. 

Please cancel unneeded rides as soon as possible to make space available for other passengers.

No-Show Policy

You are responsible for being ready prior to any scheduled ride. 

What constitutes a “no-show”

If the bus arrives on time, you will be considered a “no-show” if you:

  • Fail to appear
  • Are not ready to go
  • Choose not to go 


  • First no-show: Warning
  • Additional no-shows within 60-days: Suspension for 7 calendar days
  • Additional no-shows within the same 60-day period: Suspension for 14 calendar days 

If you are suspended, you must reschedule any standing rides.

Day of your ride 

If you need to arrive by a scheduled time

Work, medical appointment, etc.

Be ready to board the bus 1 hour before your scheduled appointment time. You may be picked up anytime within this 1-hour window. 

If you don’t have a specific appointment time

Shopping, pharmacy, etc.

Be ready 15 minutes prior to your scheduled pickup time and up to 30 minutes after. You may be picked up anytime within this 45-minute window.

Traveling outside Moscow?

The Dial-A-Ride service can take you to the Moscow Intermodal Transit Center. From there you can connect with intercity transit services. 

Need extra accommodations?

Passengers with disabilities may request reasonable modification to SMART Transit policies, practices and procedures to ensure accessibility. Contact SMART Transit administrators for assistance.


Idaho Medicaid may cover the cost of Dial-A-Ride transport for eligible passengers. Dial-A-Ride is not to be used as emergency transport. 

Scheduling medical transportation

Call the MTM Customer Service Center at least 2 full business days prior to your appointment. (For urgent situations, MTM may be able to arrange transportation with less notice.)

When you call, have the following information ready:

  • Medicaid ID number
  • Appointment date and time
  • Home address and zip code where you will be picked up
  • Name, address, and zip code of the health care provider you are visiting

The customer service representative will ask you questions to ensure that MTM provides the most appropriate mode of transportation. Please request SMART Transit to be your Medicaid transportation provider.

Scheduling non-medical rides

Some non-medical rides may be covered by Medicaid. 

Get prior authorization

Before scheduling, obtain prior authorization through the Aged & Disabled (A&D) or Developmental Disabilities (DD) waiver services. 

Call the Idaho Region II Health and Welfare Office in Lewiston.

Then schedule your ride

Once you obtain prior authorization, call the SMART Transit office to schedule your ride. 

Do not call MTM. It does not arrange non-medical transportation services.
